I've been thinking and i decided to make a v83 server first and if it'll be successful i'll make a v117 too... this is for v83.

Well,
555/55/5 are too low,reminds me version 62.
750/250/5 is also low.
1000/100/5 is too regular
1250/750/5 non main-stream
1550/550/5 As well as the above
2222/222/2 too high and too much two's.

What high rates would you give it?

anyway 1250/750/5 or 1550/550/5,both are good in my opinion.

I agree with KubeR. Make it high-rated. Since we are v83 hig-rated is best. But if we were, for example, v134 then low-rate is good.

And for v117 a Medium-low rates would be nice,as the EXP already have a small boost.
But because it has many features and many items,a bit of hard working would be fun.
